Rice seems to be backing off in many respects -- now the peace conference (or &quot;meeting&quot;) that is supposed to be  held before the end of the year (if not later) is only some kind of prelude ahead of any real work to negotiate a two-state solution.  Kol Israel reports this morning that &quot;a joint declaration of intentions between the Israelis and Palestinians is being formulated ahead of the international conference planned for November in Annapolis, Maryland. 		<description>Do you have any doubt at all where the problems lie ? I am sure that Ms Rice can see  but what can, or will, she do to correct them ?
 Maybe making transparent our determination in resolving them and the lenghts we will go if necessary.</description>
